Local calls are free in Russia.
To have a long-distance call (to another region or abroad) dial 8, wait for a new tone and then dial the rest of the number.
For an international call that would be 10 - the country code and the number.
For a call inside Russia - the region code - the number. There are different kinds of card-accepting phones in the streets. Not all of them are available for long-distance calls. Telephone cards are also different and do not work for every phone. You can buy a card at any metro station.

Recently Zebra telecom system was established here, which gives an opportunity to call cheaper from any telephone without dialing special codes. See http://www.zebratelecom.ru/phonecard.php. There are few coin-operated pay phones and these are being phased out completely.

Mail
The Post system doesn't work very well in Russia. It's OK between Moscow and St. Petersburg, and abroad and the connections with the capitals are also satisfactory, but a letter from the far cities or towns can travel for several months or can be lost. It's better to send a letter through a post office than put it in a mailbox in the street. The biggest Moscow post offices are:
